There must be no currency listed under your Steam username on the Steam website (you can contact me for an example). The region change will be successful.

Send your Steam username and password, as well as the SteamGuard confirmation code (or the code sent to your email if email login confirmation is enabled).
Wait for a response from the seller confirming the region change is complete.
